By at most, 18 January 2013, the stamps on the covers were made obsolete and no longer available. The replacement included a ZIP code and account holder ID. As such, the replacement is no longer a truly universally usable device, even though no regulation says the purchaser may not let someone else use the stamp, and no rule says that the item must be used at the post office using te ZIP code.
